Yes. Each player can only be bountied (10) times in a 24 hour period.
For example, Player A places a bounty on Player B. Player A may only do so 10 times in a VDR day. Player C may bounty Player B up to 10 times in a VDR day.
At VDR reset, the 24 hour period starts again.
